Dear Friends,

The Stillwater City Council has stated they will have to layoff Police Officers if forced to grant the recent arbitrators decision.  The councilors have refused to acknowledge the existence of available revenues as described in the decision and proven during the hearing.  The City Manager has directed the Chief of Police to layoff FOUR officers January 1st.  Due to three officers being deployed to Afghanistan and four current vacancies besides the four to be laid off this would drop us to staffing levels not seen since the early 90’s.

There have been rumors and misinformation that the layoffs are due to the Stillwater FOP asking for wage increases.  This is absolutely false.  In our offer to the City of Stillwater, that was eventually selected by the impartial arbitrator, our officers agreed to concessions.  Our officers all lost compensation in our proposed contract.  The “net” increase in cost to the city is $6,960!  This is due to merit steps that are part of the compensation plan that increases for our most junior officers as they gain experience.

The City Manager, Dan Galloway, is now claiming that the Chief of Police needs to find $216,000 in savings!  The huge discrepancy in these numbers comes largely from the City Manager not planning to fund programs and compensation they agreed to pay.

The Stillwater FOP has shown the City of Stillwater there is $173,000 in budgeted money that can’t be used by law to pay for a judgment against the city (see page 2).  Additionally, officers have agreed to take compensatory time instead of pay for overtime up to forty hours per year.  This would save the City of Stillwater an additional $109,070.

Please take a few moments to send an e-mail, make a phone call, or write a letter to the City Manager, the Mayor, and the City Council members voicing your strong opposition to these unjustified cuts.

Dear City Leader,

I am voicing my support for the Stillwater Police Department.  I am NOT in support of your decisions to lay off four officers on January 1^st, 2011.  During the recent arbitration hearing on September 22^nd, 2010, evidence was provided showing that the City of Stillwater plans to pay out $174,000 to a former officer as part of a judgment.  You have been shown on several occasions that this would be contradictory to Oklahoma State Law (62 OS 365.5, 1979).  This money is available to meet budget.  This amount more than covers the expenses from the contract selected by the arbitrator.  Additionally, the officers have given you another mechanism to fund their budget through up to $110,000 savings through the use of compensatory time.  Bear in mind, the contract selected by the Arbitrator had a “net” cost to the City of Stillwater of $6,960.  For most officers, this is the second year they have seen a decline in their overall compensation.

The City Manager and the Chief of Police both agree the Stillwater Police Department is already understaffed.  With looming military deployments, there is already a crisis of manpower without the loss of four more officers.   Here are a few quotes from their sworn testimony on 9-22-2010.

                Dan Galloway:

“I hate to say that in front of the negotiating team, but we’d love to have a whole lot more police officers than we have because of the growth of the city.  What I’d like to have, what the city council believes we should have is probably a larger police department.” 

“The economy of the country and the unemployment, when you have a society that’s restless about the economic conditions, you tend to have an increase in burglary, in theft, but also just in human attitudes.  I think that the conflict creates a much heavier demand on the police department than you do in good economic times, and so the police officers have a tremendously tough job.” 

“…it just frightens me to think that we have three officers who are going to serve military duty.  I’m glad they can serve military duty but how I’m going to cover that lack of staff hours to deliver police service to the public is a huge problem, you know.”

Chief McNickle:

“…we had five people out on light duty, we had the prospect of three people being activated for duty in the Middle East, and three frozen position, and admittedly, understaffed – an already understaffed police department, and it just becomes problematic from a whole lot of perspectives.”

“The fact of the matter is, and I don’t think it’s any secret to anybody in this room,  we’ve been understaffed for quite some period of time.”

Reconsider your decision to lay off four Stillwater Police Officers.  It is not in the best interest of my family, my friends, or my community.

New CD.  Well, the album, All Fall Down is finally complete.  Under the direction of Lloyd Mainesand his golden ears ... he, the master, himself says:  "looks great and sounds great" ... Praise the Lloyd!  There are 10 new songs written about such cheery topics as death and divorce and roadkill.  It sounds like a real downer, but i promise, it's upbeat.

 

Radio play.   Songs from the new album will be played on Greg Johnson's brand spankin new/good old radio show on Sunday, October 31st on KOSU at 6 pm (woops:  we're late getting this email out.)   And John Wooley will be playing "Oklahoma Girl" on his great radio show, Swing on This, on KWGS on Saturday, November 6th at 6 pm.  Thanks to both!

Just wanted to give you a little idea of places to hear some of my homegrown red dirt music ~ this week and next!

Thursday, Sept. 23rd (tonight!) in Santa Fe, NM at The Candy Man Music Store, 7:30pm $10-15.

I will have the fabulous fellers, Patrick Turnmire (part of Don Conoscenti's band!) on percussion and Chipper Thompson (from Kim & The Caballero's Band and many other Taos groups) on mandolin and guitar playin' with me. 

*Jerry Ferris, friend & songwriter from Santa Fe, will be opening up the evening with his own songs and poems.  Come on out!

Note:  Kim will be playing solo at The Taos Inn's Adobe Bar this next tuesday, sept. 28th at 7pm... she's a wonderful tradiitonal country-western singer- a beautiful person!

October 23rd, Saturday night in Stillwater, OK ... at Joseppi's Italian Restaurant - 8-10pm, but the time depends on the OSU football game's time.  Tonight will be very special, my friends.   I will have Terry "Buffalo" Ware on electric and acoustic guitars,  and Uncle Don Morris on bass and sharing the singing.  Will be a wonderful time- guaranteed!

He is going to have the loverly and talented Jess Klein with him as a special guest!  Jess is a wonderful songwriter and performer who is also on his Music Road records label out of Austin, TX.

One of the finest songwriters I've heard in along time- Jimmy told me a couple of years ago I needed to hear him, and he was right.  Sam can captivate an audience with his songs, performance, and his storytelling... you ought to reserve your tickets for this show, too.  I'll have a Reservations Book at Jimmy's show for this Nov. 11th Sam Baker concert.  Jared Tyler is going to play mandolin and dobro with him, I think.

I will probably join Sam on a few numbers- he invited me to perform in Telluride, Co and then St. Maries, ID with him this July and August.  We had a great time together...

The 12th Annual Native American Music Awards will be held on Friday, November 12, 2010 at the Seneca Entertainment Center in the Seneca Casino & Hotel in Niagara Falls, New York. Tickets are on-sale now through www.Ticketmaster.com, all ticketmaster outlets, and at the Seneca box office (716) 501 2444.  Tickets are $25.00, $35.00 and $50.00.  Special discounted hotel rates are available for NAMA attendees at $159.00 plus tax and fees per night on a first come first serve basis and by calling 716-299-1100 or 1-877-8SENECA (73-6322). Both new and established artists share the list of nominations throughout a diverse array of 30 music categories spanning all genres. This year's top nominees are the cause-driven; Jan Michael Looking Wolf with his CD, "Breakin Free" and Joseph FireCrow with his distinctly new sound on "Face The Music" who are both tied with five (5) nominations and are both contenders in the Record of the Year category.  Other leading nominees feature the slightly more edgier bands; Aztlan Underground with their self-titled recording, and Digging Roots with "We Are" who both received four (4) nominations each alongside solo artists Michael Bucher for his "Believe" CD and Rock and Roll Hall of Famer, Nokie Edwards of The Ventures (Wipe Out, Hawaii Five-O) who also received 4 nods for his solo  instrumental effort, "Hitchin' A Ride." Country artists like Shane Yellowbird (3), Quatisi (3), and new artist Victoria Blackie (2) dominante as multiple nominees. Leading with  three (3) nominations  each are; R. Carlos Nakai, Jim Boyd, Johnny Whitehorse, Eagle & Hawk, Samantha Crain and composer Brad Clonch of Injunity.  Joanne Shenandoah  is featured on a collaborative effort with Shiela Applegate and received two (2) nominations for her musical work as well as did a young group from the Rosebud Reservation, Nake Nula Waun and their producer/creator, Frank Waln who have been trying to fight the teen suicide epidemic  on their reservation by performing for free and giving away CDs to their peers. All with two (2) nominations are; Allen Mose Jr. & Orion Jay Mose, Gabriel Ayala, Anthony Betoney, BlueDog, Douglas Blue Feather & Danny Voris, Indigie Femme, JJ Kent, Kelly Montijo Fink, Kicking Woman Singers, Lone Bear, Mwalim, Plex, Sayani, Segweh, Spiritwing, and Yvonne St. Germaine. "These nominations throughout all 30 music categories reflect an impressive and diverse array of talent from across the country," said Awards President Ellen Bello. "We have received entries from artists overseas and in Europe as well. This year will also feature a  new music category for Waila Music, or Chicken Scratch, a form of dance and polka music from Southern Arizona. Are Albums Dead? Not In Hip-Hop

If you needed any more evidence that the record album is in deep, deep trouble, know this: Last week's best selling album was Sara Bareilles' Kaleidoscope Heart. It sold 90,000 copies. When *NSYNC released No Strings Attached ten years ago, it sold 2.4 million copies in its first week. That's *NSYNC selling more than 26 times what Sara Bareilles did.

Other albums released this year have sold more than Bareilles' -- Lady Antebellum sold 2.4 million copies of Need You Now -- but it took a full six months of sales (from January 26th to July 9th) to match *NSYNC's first week.

Even if sales trends are swinging away from albums to digital singles, there is still an audience for albums, whether they're made by huge pop acts, new indie bands or hip-hop legends.

That's what the organizers of Rock the Bells were betting, anyway, when they made the lineup for their touring hip-hop festival. Last month crowds turned out in northern and southern California, New York and Washington, D.C., to see artists perform classic hip-hop albums in their entirety.

Snoop Dogg took the stage in a jumpsuit made out of a giant bandana and laconically spit all of Doggystyle, including a bonus track that was only on a limited number of tapes. A Tribe Called Quest did Midnight Marauders from track 1 to track 14, just like you used to hear it on your tape deck. The Wu-Tang Clan and KRS-One put down whole albums, too, and the crowd ate it up.

Count Stacy Glover in on that party. It reminded her of the parties she and her friends had back in the day, when they would put on one album and dance to the whole thing.

"We had the double album," she enthuses. "We blared it and just danced and celebrated. We had no furniture. It was perfect! We did the Soul Train line."

The reason Glover and her friends loved to listen to the whole record, says DJ Jay Smooth, is because every single song on the album was made by the same charismatic team of people -- a DJ, an artist and a producer, at minimum.

"This is the mythological team, like sort of a team of superheroes that had their own really strongly defined persona and brands," he says. "When you had an album length representation of that persona and that mythological character, it gave you a whole world."

Those days are over. Now, it's not uncommon for each song on an album to be produced by completely different teams. "So albums don't really represent one artistic statement," Smooth explains. "It's just the artist buying twelve lottery tickets hoping to get that platinum hit single. They don't have that much in common sonically."

But hip-hop artists still make their names by releasing a collection of tracks that tell a single, unified story. It just isn't called an "album," and they don't make money.

The mixtape has been around in one form or another since the beginning of hip-hop -- and it hasn't always been free -- but in this era of crash-and-burn album sales, it's been taking on new significance.

Famously, rapper Lil Wayne and producer DJ Drama collaborated on the mixtape series, Gangsta Grillz. The first mixtape was 29 tracks-long, each track leading to the next, unified by one vision. Kind of like an old-school album, except it was offered for free download and passed around by hip-hop fans online.

The record labels tolerate these releases because a) they don't really have a choice and b) it raises the profile of their artists. When Lil Wayne puts out a mixtape hosted by a high-profile artist like DJ Drama and it gets passed around on the internet, it's free publicity.

"If you have that DJ Drama pedigree, that's like being in Oprah's book club for hip-hop," says Jay Smooth. "I think the theory is, at least, that your next album should have more credibility because of that."

Aspiring artists still dream of making that classic album, a collection of tracks that announces who you are to the world.

"I'll probably make an album with an artist; that's what I'm kicking toward right now," says Marte Garner. He's a seventeen-year-old who works under the name DJ 40. He feels that even though a mixtape can get his name out into the world, he'll really be able to tell his own story on a real, old-fashioned album. "For me, I like to tell what my album will be about, so you know what you can look forward to," he says. "If I do that, more people will actually buy the album."

Or so he hopes. The larger trends in the music industry aren't supporting his vision. Still, Garner came to the Rock the Bells festival to get inspired by someone as old school as Snoop, playing to a sold out crowd that knows every word of the album that put him up on stage. ~A little journey-report from this Ramblin' Red Dirt girl~

 

I kayaked a couple of times in the Salish sea near Samish Island with Dan Duggin and Dean Luce!!, camped for 5 days in the Chuckanut mountain area and hiked some good hikes! had some wonderful concerts in the Bellingham and Bow area of WA state. Met and made some good friends...

 

Just spent the most wonderful days and evenings...

I drove the amazing Columbia river gorge for the second time this month.  Camped near Maryhill... had just spent a weekend with friends at the Tumbleweed festival on friday and then sat-monday with Chuck & Vic Dunlap... and his awesome band above Lake Roosevelt near Creston, WA!  

 

What and amazing place and time.
